The King of France was the head of state. His power was absolute, and he was believed to rule by divine right. Starting in 1663, Louis XIV personally saw to the destiny of the colony and delegated its administration to his minister of the navy, who made decisions and spoke on the king's behalf. In New France, the king was represented by the governor.
